Raoul Foundation’s 2023-2024 Results

At Raoul Foundation, we commit to inclusive employment and long-term impact. Our 2023-2024 report is now complete — and we’re proud to share the results.

📌 Key highlights from the reporting period (09.2023 – 12.2024):

  • Strengthened international collaborations and support to local partners in order to scale inclusive employment efforts;
  • Ongoing open-source development and testing of our Supported Employment methodology and tools — including the Changemaker Journey Map, Gamechanger Organization Evaluator, Unit Economics Analysis;
  • 7-month pilot project in Tashkent, Uzbekistan with local independent job-coaches, testing practical adaptations of Raoul’s methodology;
  • Launch of localized HRM-CRM platform in Uzbekistan for improved outreach and coordination.

2. Partnerships and Collaborations

Raoul Foundation has established partnerships with the following organizations in Uzbekistan, Kazakhstan, Sweden and Turkey:

  • Sharoit Plus (Uzbekistan): Raoul’s key partner for implementing the SE model. Raoul provided the partner organization with a customized CRM-HRM system, including translation into Uzbek, and trained the organization’s staff in its use. This enabled the organization’s expansion from one unit in Tashkent to three.
  • ITeachMe (Kazakhstan): The organization focuses on education and employment opportunities for disadvantaged youth. Raoul and ITeachMe have started planning joint fundraising activities.
  • Raoul Wallenberg Academy for Young Leaders (Sweden): Raoul Foundation and the Raoul Wallenberg Academy have formalized conditions for coexistence, including the use of the name Raoul.

Raoul Foundation has initiated two more partnerships:

  • WiljaGruppen (Sweden): Expert in Supported Employment and methodology development.
  • Genç Hayat (Türkiye): Works with youth employment and inclusion. Raoul and Genç Hayat have started planning joint fundraising activities.

3. Program Implementation — Pilot Project in Uzbekistan

In 2024, Raoul Foundation launched its first seven-month pilot project in Tashkent, Uzbekistan, to help disadvantaged youth enter the labor market.

Key progress included:

  • Recruitment and training of Changemakers — job coaches — to support jobseekers.
  • Changemakers carried out candidate recruitment and training ahead of placements.
  • Development and improvement of methodological tools to fine-tune the SE model. The conclusion is that long-term funding is needed to cover at least a twelve-month cycle of the model.

4. Method Development

In 2024, Raoul Foundation worked on model development, including the following tools:

  • Changemaker Journey Map (CJM) — developed and tested.
  • Gamechanger Organization Evaluator — developed and tested.
  • CRM-HRM System — implemented in Uzbekistan (translated to Uzbek).
  • Monitoring & Evaluation (M&E) Tool — developed and tested.
  • Unit Economics Analysis — developed and tested.
  • Changemaker Recruitment Tracking (Waves) — developed to structure recruitment.
